		<description>Yes very much so (the tipping point is at 50cc), and no sorta. I have a permit, and after completing the MSF safety course at the end of August, I will have a full license. The permit is depressingly easy to get (you have to pass a reading comprehension quiz over a booklet), but getting the license at least actually requires a demonstration of a small amount of skill.</description>
